The USACE Great Lakes and Ohio River Division (LRD) is seeking interest from metal machining and fabrication businesses for a future Multiple Award Task Order Contract (MATOC) focused on the fabrication, refurbishment, and installation of specialized metal components. These components are critical for the operation of locks, dams, and Civil Works systems across seven districts: Buffalo, Chicago, Detroit, Huntington, Louisville, Nashville, and Pittsburgh. The potential value of this effort is estimated between 250 million and 400 million dollars over a period of 5 to 10 years. The scope includes the production of large-scale items such as miter, tainter, and spillway gates, as well as lock and dam bulkheads, requiring precision milling, turning, and pressure vessel manufacturing. To qualify, contractors must possess specific American Institute of Steel Construction (AISC) certifications, including Fracture Critical Endorsement (FCE) and Sophisticated Paint Endorsement (SPE), along with certifications as a Bridge or Hydraulic Fabricator. Facilities must be capable of assembling massive components, such as 110-foot-wide bulkheads and tainter gates, indoors. All materials must comply with the Buy American Act, and onsite installation services must adhere to federal wage determinations, including the Davis-Bacon Act. This current phase is a sources-sought and presolicitation effort to identify capable firms; a formal solicitation is anticipated to be available on or after November 2, 2026.
