Sources Sought and Request for Information (RFI) Employee Assistance Program (EAP) 2020 Updated 3 March 2020 This request for information is not a request for competitive proposals and no solicitation is currently available. NAICS Code: 624190 Response Due Date: 17 March 2020 Employee Assistance Programs (EAPs) help employees and their families handle personal problems that may adversely impact their work performance, health and well-being. These programs focus on substance abuse, workplace issues, mental health, personal problems and traumatic events. EAPs generally include short-term counseling and referral services for employees and their household members. This requirement was previously solicited and awarded by the Department of Health and Human Services & Federal Occupational Health. On 6 September 2019, in accordance with the 1 July 2019 Waiver to Section 801 of the NDAA for Fiscal Year 2008, Federal Occupational Health terminated their support to the EAP contract and the Air Force assumed the EAP requirement and the Navy awarded a sole source, IDIQ contract to the incumbent. The Air Force issued a task order against the base IDIQ with a period of performance from 10 November 2019 to 30 September 2020. The Air Force is now requesting identification of sources that can compete for the EAP requirement in a future acquisition and participation in a SurveyMonkey request for information. Request for Information link: https://www.surveymonkey.com/r/PPFC3ZT Reference Documents to complete the survey include the current EAP - Air Force Requirements (Draft).pdf. The DRAFT EAP PWS is attached to this beta.sam.gov post. Responses shall be accepted until 3:00 PM Local Dayton, Ohio Time (Eastern) on 3 March 2020. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to award any modifications to the existing contracts. Operational Medicine Test and Evaluation Cell Salvage Supplemental - (AFMEDCOM)
Solicitation # FA800326SS004
The Department of Defense, through the Air Force Medical Service and the Operational Medicine Test and Evaluation cell, is conducting market research via solicitation FA800326SS004 to identify capabilities for a cell salvage, blood conditioning, and autonomous return device. The objective is to find a portable, shelf-stable solution to treat significant blood loss and hemorrhagic shock in austere, expeditionary environments, effectively bridging the time to surgery without relying on donor blood or cold-chain logistics. This effort is categorized under NAICS code 339112 for Surgical and Medical Instrument Manufacturing and is open to both large businesses and all categories of small business. Technical requirements for the device include a total system weight under 40 pounds, a volume under 8000 cubic inches, and a battery-powered runtime of 2 to 4 hours. Performance specifications require collection and return rates of 0 to 1500mL/min, the ability to heat 450cc of fluid from 2 to 37 degrees Celsius in under 20 minutes, and a priming sequence completed within 15 minutes by a single operator. The system must utilize FDA-approved or pending consumables, require no cold chain, and feature sterile packaging with a shelf life of at least one year. While not mandatory, there is a strong preference for man-portability and ruggedization meeting MIL-STD-810G standards for shock, vibration, and environmental extremes. This is a sources-sought Request for Information for market research purposes only and does not constitute a solicitation for proposals; therefore, no contract will be awarded directly from this announcement. Interested respondents must submit the required company and capability forms by November 16, 2026. All information shared within this RFI is confidential and intended solely for the government's market analysis to determine available industry capabilities.
