The purpose of amendment 0004 is to incorporate Provision/ Clause 52.219-27 Notice of Set-Aside for, or Sole-Source Award to, Service-Disabled Veteran-Owned Small Business (SDVOSB) Concerns Eligible Under the SDVOSB Program.

The Solicitation closing due date is not extended. All other terms or conditions remain the same.

The purpose of amendment 0003 is to post answers to vendor questions received. As a result, the following revisions have been made:

1) Addendum 52.212-2(F)(2)(b) has been revised to include "The government will evaluate the price of any possible extension by dividing the price in the last option period by twelve, multiplying that figure by six, and adding it to the total price of the base and all options."

2) Addendum 52.212-2(F)(3)(a) Recency has been revised to remove "up to three (3)" and read as follows: To be determined recent, performance surveys and performance questionnaires received by the government shall reference projects that have been awarded, completed, or are ongoing within five (5) years from the date of this solicitation.

3) Provisions/Clauses R-DFARS 252.204-7021 and 252.204-7025 have been removed.

4) PWS Sec 6 Att. 4. Notional schedule has been updated.

5) Addendum to 52.212-1(a)(E.) Specific Instructions has been updated; Redaction should include company names. logos, and identifying information.

6) Burlington County SCA WD 15-4191 has been updated to Revision 34 dated 22AU26.

7) Attachment 14 - Fieldcraft_FA448426R00010003_Vendor Questions has been added.

The purpose of amendment 0002 to RFP FA448426R0002 is to EXTEND the solicitation closing date from 24 AUG 2026 at 4:00PM to 09 SEP 2026 at 4:00PM. All other term and conditions of the solicitation remain.

The purpose of amendment 0001 to RFP FA448426R0001 is to correct the SF1449 Estimated Quantities in Section B: Supplies or Services & Prices or Costs.  The solicitation closing date is not being extended.

Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

EXECUTIVE SUMMARY/ GENERAL INSTRUCTIONS

This Executive Summary has been prepared as an aid to you, the potential offeror. The Government has made every effort to accurately reflect the requirements and information contained in this solicitation. However, if there are any inconsistencies between the executive summary and the solicitation, the solicitation will govern.

1. The U.S. Air Force 87 Contracting Squadron (CONS), Joint Base MDL, New Jersey, on behalf of the USAF Expeditionary Center (EC) located on JB-MDL, NJ. has a requirement for providing Fieldcraft Training Support Services in accordance with Performance Work Statement (PWS) (Section 1.2, Attachment 0001) dated 19 MAY 2026. Services shall be provided for one (1) 12-month period plus four (4) 12-month option periods from 12 DEC 2026 – 11 DEC 2031. In addition, the government may extend the total length of the contract by no more than (6) months after the end of the last option year, if necessary, and IAW with RFO 52.217-8.

2. The Government intends to award a single Firm Fixed Price (FFP) Requirements Indefinite Delivery Indefinite Quantity (IDIQ) contract to a Service-Disabled Veteran-Owned Small Business (SDVOSB). The acquisition is based upon competition to represent the Best Value IAW RFO 15.101 to the Government.  For proposal instructions and submittal information, see RFO 52.212-1, entitled Instructions to Offerors – Commercial Products and Commercial Services.  For the basis of award, see RFO 52.212-2, entitled Evaluation – Commercial Products and Commercial Services.

3. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional data will be requested and certification under RFO 15.403-4 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.

4. This is an all-electronic solicitation release. Hard copies are not available. The Government will post all information pertaining to the solicitation and award of this requirement to the Government Point of Entry (GPE), also known as SAM.gov. It is the responsibility of each offeror to review the web page for postings of amendments, updates, or changes to current information.  

5. Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.

6. Questions regarding this RFP shall be submitted via email, and subsequent answers will be posted to SAM.gov. If Offerors have questions, they are requested to submit them in writing grouped by solicitation section and make reference to the particular section / subsection number. Questions must be received via email no later than 5 August 2026 at 1600 Eastern Time to both Christina Vargas at christina.vargas.1@us.af.mil and lewis.hampton@us.af.mil. The decision whether to respond to questions and requests for clarification made after Q&A suspense date closing shall be at the sole discretion of the Contracting Officer.  Failure of a prospective offeror to submit any questions will be construed to mean that the prospective offeror fully understands all requirements of the solicitation.

7. Clarifications: Clarifications, exchanges of information between Government and offerors, will be controlled by the Contracting Officer. The Government intends to award a contract without negotiations with respective offerors. The Government, however, reserves the right to conduct negotiations if deemed in its best interest. 

8. Proposals submitted in response to this RFP must be submitted via email to both Christina Vargas at christina.vargas.1@us.af.mil and lewis.hampton@us.af.mil. Proposals not sent to both addresses will be considered nonresponsive and will not be evaluated forward. To ensure successful delivery, contractors shall obtain confirmation from the Contracting Officer that their proposal has been received and reviewed. Email submissions can occasionally be misplaced or routed to junk folders, so it is the contractor's responsibility to secure direct confirmation from the Contracting Officer that the government has both received and acknowledged their proposal. Failure to obtain email confirmation of receipt from the Government may result in your offer not being received and, consequently, not being evaluated. Late proposals will be processed in accordance with RFO 52.212- 1(c) “Late submission, modifications, revisions, and withdrawals of offers.”

9. The anticipated PoP is as follows: The government expects the contractor to be able to perform the requirements of this contract on 12 Dec 26. (Optional) Phase-In Period, One (1) Month PoP from 12 Nov 2026 through 11 Dec 2026 is included, if needed, at no cost to the Government.

Base Period, Twelve (12) Month PoP from 12 Dec 2026 through 11 Dec 2027.

Option Year 1, Twelve (12) Month PoP from 12 Dec 2027 through 11 Dec 2028.

9.1. All options, if exercised, will be exercised in accordance with the terms and conditions of the Requirements IDIQ. Option Clauses incorporated in the solicitation are as follows:

10. Not Separately Priced (NSP): Contractor Manpower Reporting is a requirement under CLIN 0010 and applicable for the entire life of the resultant contract.

11. Representations and Certifications: The provision RFO 52.212-3, Offeror Representations and Certifications - Commercial Items, shall be returned along with the proposal. You must include all Representations and Certifications with your quote or reflect they are completed in SAM.gov. Pursuant to RFO 52.204-7(d), "Processing time, which normally takes 48 hours, should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this solicitation." See https://sam.gov for information on registration. Identify and include the company's CAGE Code, UEI Number, and business-size standard under the applicable NAICS of 611699.

12. Joint Ventures: If the offeror is a joint venture, the offeror shall provide all required solicitation information for all parties including a copy of the joint venture agreement with proposal. The agreement shall include information which identifies the responsibilities for each entity under this contract. The agreement shall demonstrate the relationship between firms and identify contractual relationships and authorities to bind each entity of the joint venture. Either party to the joint venture may submit performance information on behalf of the joint venture. Joint venture performance will be evaluated and rated based on either party’s performance. The SBA must receive Joint Venture Agreements prior to proposal due date and approved before award of a resulting contract. If a joint venture is contemplated, then the assigned SBA Business Opportunity Specialist (BOS) must be advised as soon as possible. Ensure the agreement is submitted to the BOS in sufficient time to permit a regulatory compliance review. Any corrections and/or changes requested must allow for review time by the BOS before the RFP due date. No corrections and/or changes are permitted after the time for submission of offers.

14. Teaming/Partnering Offerors: If the offer is based on a teaming/partnering relationship, the offeror shall provide all required solicitation information for all parties including a copy of the teaming/partnership agreement. The agreement shall include information which identifies the responsibilities for each entity under this contract. The agreement shall demonstrate the relationship between firms and identify contractual relationships and authorities to bind each entity of the teaming/partnering relationship.

16. In compliance with RFO 4.309(a), the Government will retain one (1) copy of all unsuccessful proposals and will destroy all extra copies. No destruction certificate will be provided.
