The Feed the Future Ghana Market Systems and Resilience Activity is a five year, 35.8 million dollar cost plus fixed fee contract awarded by USAID/Ghana. The initiative focuses on driving inclusive agriculture-led economic growth in northern Ghana by strengthening market systems and enhancing resilience. Key objectives include improving the capacity of market actors, expanding market access, enhancing the quality of business services, and fostering an enabling environment to attract investment. These goals align with the USAID Private Sector Policy and the Government of Ghana's Investing in Food and Jobs initiative to create coherence across agriculture, industry, and trade sectors. The activity specifically targets the growth of micro, small, and medium enterprises by improving their ability to scale and meet market demands while protecting commercial gains through increased resilience. Due to the complex technical nature of the services and inherent implementation uncertainties, a cost reimbursement contract was utilized as the requirements and pricing could not be sufficiently defined for a fixed-price agreement. The project is managed out of Accra and operates under NAICS code 541990.

The Feed the Future Ghana Market systems and Resilience Activity (MSR) is a five year, $35.8 million cost plus fixed fee completion type activity that was awarded competitively in accordance with FAR 6.102. MSR Activity aims to increase inclusive agriculture-led economic growth in northern Ghana through stronger and more resilient markets. Key activity outcomes will include: improved capacity of market actors, market access, quality of business services, and enabling environment to facilitate increased investment and efficient market systems. These outcomes are aligned with USAID's Private Sector Policy and the Government of Ghana's (GoG) Investing in Food and Jobs initiative, and will contribute to greater coherence among the GoG's agriculture, industry, and trade initiatives. Additionally, the outcomes will support greater market access and opportunities for MSMEs by improving their abilities to expand and meet market needs, and to support the strengthening of market systems resilience capacities to protect the gains made towards commercialization and profitability. A cost reimbursement type contract was selected because this award contains complex technical services that will involve uncertainties in implementation. As such, per FAR16.301-2, these circumstances do not allow the agency to define its requirements and pricing sufficiently enough to allow for a fixed-price type contract.
