The USAID/Ghana Resiliency in Northern Ghana (RING) Project, identified by solicitation number SOL-641-12-000005, is a five-year initiative designed to improve livelihoods and nutrition in northern Ghana. The project is structured as a cost-reimbursement contract, specifically a cost-plus-fixed-fee completion type, with an estimated value of approximately 30,963,619 dollars. This contract type was selected over a firm-fixed-price agreement to mitigate risks for both the government and the contractor due to significant uncertainties in performance conditions that prevent accurate cost estimation. The project aligns with the broader Feed the Future strategy and the Integrated Nutrition Investment Framework to combat undernutrition and enhance community resiliency. Key objectives include strengthening agricultural value chains for crops such as rice, maize, and soya, promoting private sector engagement, and improving nutritional outcomes for women and children. The initiative integrates with various health and agricultural programs to enhance food security and service delivery through public-private partnerships and capacity building within the region.

IN ACCORDANCE WITH FAR 16.301-2 "COST REIMBURSEMENT CONTRACTS" ARE SUTIABLE FOR USE WHEN UNCERTAINTIES INVOLVED IN CONTRACT PERFORMANCE DO NOT PERMIT COSTS TO BE ESTIMATED WITH SUFFICIENT ACCURACY TO USE ANY TYPE OF FIXED-PRICE CONTRACT. THE ESTIMATED COST OF THIS CONTRACT IS $30,963,619 FOR A FIVE YEAR PROJECT. WITH SUCH A LARGE AMOUNT AND GIVEN THE VARIOUS UNCERTAIN CONDITIONS THAT MAY AFFECT THE CONTRACT PERFORMANCE, A FIRM-FIXED-PRICE CONTRACT IS DEEMED TO BE TOO RISKY BOTH FOR THE GOVERNMENT AND THE CONTRACTOR. ADDITIONALLY, A FIRM-FIXED PRICE CONTRACT WOULD NOT PROVIDE A GREAT INCENTIVE FOR THE CONTRACTOR TO EFFICIENTLY PERFORM THE CONTRACT BASED ON THESE UNCERTAINTIES. THUS, A COST REIMBURSEMENT CONTRACT WAS DETERMINED TO BE MORE APPROPRIATE FOR THIS PROJECT.
