USAID/Uganda's Governance, Accountability, Participation and Performance (GAPP) activity

The United States Agency for International Development (USAID) plans to issue a Request for Proposals (RFP) for the Governance, Accountability, Participation and Performance (GAPP) program in Uganda, aimed at enhancing local governance and service delivery. This presolicitation notice informs interested vendors that the forthcoming solicitation will be conducted electronically, and encourages vendors to register to access the solicitation package when available. The GAPP program is designed to increase participation, accountability, and performance within local governance structures through three primary components: strengthening national government accountability institutions in their dealings with local governments, improving local government revenue, procurement, financial and planning systems, and empowering civil society organizations (CSOs) and other non-state actors to enhance their advocacy and demand for better services. The solicitation is expected to be released about 15 days after this notice, which does not itself represent an RFP or obligate USAID to award a contract. Vendors are cautioned not to submit proposals until the formal RFP is posted on the official government procurement website. The notice also provides contact information for USAID’s Acquisition and Assistance specialists and includes a draft concept note and results framework for the GAPP activity to assist potential bidders in preparing for the upcoming solicitation. This initiative seeks a qualified contractor to implement a performance-based governance program that supports transparent and accountable local government systems along with active civic participation in Uganda.
