The military airbase at Bien Hoa is the largest dioxin contamination - hotspot in Vietnam. This is due to past usage, storage, and handling of Agent Orange and other herbicides during the U.S.-Vietnam War with elevated levels of dioxin remaining in soils and sediments decades later. The Environmental Remediation at Bien Hoa Airbase (the Project) is one of the highest priority U.S. Government activities in Vietnam. The planned remediation effort at Bien Hoa furthers a number of high-level U.S. foreign policy objectives, including: resolving a war legacy issue, promoting economic growth, and improving environmental and health conditions. A&E Bien Hoa objectives are as follows: - Development of Project Masterplan (Masterplan) for the Bien Hoa Airbase Area (Site). - Provide professional engineering services to implement the Project Masterplan. - Build USAID-GVN working relationships in Project implementation. - Increase GVN environmental remediation capacity. The A&E Contractor will work closely with USAID and representatives of the GVN to create a Project Masterplan which finalizes the remedial approach and selects the preferred treatment technology(ies) for dioxin remediation (CLIN 1). During and after Masterplan development and approval, the A&E Contractor must also provide detailed engineering design and construction management services to implement the approved remedial approach(es) (CLIN 2).
