The United States Agency for International Development to Vietnam (USAID/Vietnam) intends to issue a Request for Proposals (RFP) for the - Vietnam Innovation Ecosystem activity, for a single five-year, cost-plus fixed fee term type contract. NAICS Code for this activity is 541990. The purpose of the Vietnam Innovation Ecosystem activity is to promote Vietnamese Growth-oriented Businesses that develop, commercialize, or implement innovative Fourth Industrial Revolution technologies or processes to realize untapped business growth opportunities, in alignment with Vietnam's National Strategy on the Fourth Industrial Revolution to 2030 (NS/4IR). The activity's objectives are as follows: (1) Business enabling environment improved to facilitate commercializing and implementing innovative 4IR technologies or processes; (2) A dynamic innovation ecosystem strengthened to serve the needs of its constituents and advances innovations to drive economic growth; and (3) The Ministry of Planning and Investment's (MPI) National Innovation Center's (NIC) capabilities developed to facilitate the development of Vietnam's innovation ecosystem. USAID intends to use full and open competition for this procurement. The solicitation is anticipated to be released in December of 2024 and will be made available electronically upon its release to www.sam.gov. This notice satisfies the synopsis requirement in FAR 5.2. Prospective Offerors are advised that this procurement is subject to internal USAID approvals and the availability of funds.
