The USAID/Vietnam Strengthening Provincial Capacity project, solicitation number 72044019R00001, is a full and open competition to award a fixed-price award fee contract with a five-year period of performance. With a total reserved funding ceiling of 13.3 million dollars and an expected award fee pool between 4 percent and 6 percent, the activity utilizes a build-to-budget model. The project requires the selected contractor to build relationships with at least one American institution and align with the Journey to Self Reliance framework. Performance will be evaluated by a Fee Determination Official and an Award Fee Board based on the contractor's ability to lead institutions to sustainably meet market demand. Eligible applicants include all organization types, with USAID specifically encouraging participation from small businesses and local Vietnamese organizations.
