1. GENERAL INFORMATION:


This is a Sources Sought notice for market research purposes only and does not constitute a solicitation, a Request for Quote (RFQ), or a Request for Proposal (RFP), nor does it commit the Government to issue a solicitation in the future. This notice is issued solely for information and planning purposes to identify potential qualified sources. The Government will not pay for any information or administrative costs incurred in response to this notice.



The purpose of this notice is to gain knowledge of potential qualified sources capable of providing non-personal services to deliver 46 Full-Time Equivalents (FTEs) across eight divisions within the USARCENT G3 Directorate and Command Group. Supported capabilities include modeling and simulation (M&S) based exercises, operational planning, current operations (OPCEN), target development, air and missile defense (AMD) synchronization, and strategic planning support. This requirement supports the USARCENT G3/5/7 Enterprise at Shaw AFB, SC (CONUS) and occasional forward travel to locations including Kuwait, Jordan, and the Udairi Range Complex (OCONUS).



The Government is conducting market research to determine if this requirement can be set aside for 8(a) Small Business participants. Responses from all business sizes are welcome. The Government's preference is to set this requirement aside for 8(a) participants if two or more capable, responsible 8(a) firms are identified at a fair market price (FAR 19.108-7).

C. Critical Technical Requirements / Certifications

• Confirm whether your proposed personnel possess required specialized military training certifications (such as Aviation Mission Survivability Officer (AMSO), Aviation Master Gunner (AMG), Joint Firepower Course (JFC), Scout Leaders Course (SLC), Joint Air Operations Command and Control Course (JAOC2C), Echelons Above Brigade Airspace Course (EAB), or Air Defense Airspace Manager/Brigade Aviation Element (ADAM/BAE) Course).
• Confirm whether your firm can provide Arabic-fluent cross-cultural advisors capable of speaking, writing, and translating Arabic during multi-lateral planning and execution events.
• Identify any teaming arrangements, subcontracting plans, or mentor-protégé agreements relevant to this requirement. Explain how your firm will comply with the Limitations on Subcontracting (FAR 52.219-14), ensuring the Prime performs at least 50% of the cost of contract performance.



D. Scope of Work Confirmation
Overall Objective: To provide 46 FTEs across eight divisions within the USARCENT G3 Directorate and Command Group to deliver modeling and simulation (M&S) based exercises, operational planning, current operations (OPCEN), target development, air and missile defense (AMD) synchronization, and strategic planning support.
Key Tasks / Deliverables:
1. Provide 24/7/365 Current Operations Center (OPCEN) and Mission Training Complex (MTC) operational, systems, and administrative support.
2. Deliver Live, Virtual, and Constructive (LVC) Modeling and Simulation (M&S) training exercises utilizing JCATS and Low Overhead Training System (LOTS) substitute platforms.
3. Deliver operational, tactical, strategic, and fires targeting analytical support (such as draft Target Nomination Lists (TNL), Restricted Target Lists (RTL), and No Strike Lists (NSL) development).
4. Coordinate, plan, and design Army Aviation and Air/Missile Defense maneuver concepts.
5. Provide strategic, war planning, and plan maintenance support.

• Configuration, network administration, and room reconfiguration of the MTC.
• RMF documentation maintenance across controls.
• Preparing and shipping training equipment overseas.
• Arabic-fluent cross-cultural advisory and translation support.
