The Utah State Board of Education (USBE) has issued a Request for Proposals (RFP) to select qualified vendors for the supply of wearable panic alert devices for K-12 schools across Utah. The goal is to equip lead teachers with devices that directly communicate with Public Safety Answering Points (PSAP), enhancing safety measures within schools. The contract, anticipated to last three years with two optional one-year renewals, may be awarded to multiple responsive vendors, with a maximum budget of approximately $44 million over the initial term. Each school could receive devices valued at up to $17,000, though vendors are responsible for proposing their budget breakdowns, which will be evaluated for overall effectiveness. Costs must be all-inclusive, excluding travel expenses, and vendors are restricted from communication with USBE staff outside designated channels. The procurement process emphasizes fairness and transparency, with potential for product sample submissions and discussions with qualified bidders. Proposals should demonstrate the ability to meet technical specifications and budget requirements, with evaluation criteria including responsiveness, responsibility, and value. The RFP specifies that products should be comparable to listed brands or models, allowing for equivalent substitutions. The deadline for proposal submission is September 10, 2025, and the contract size ranges from $500,000 to $2 million, with the possibility of direct purchase by eligible users through the resulting cooperative contracts. The process aims to ensure the selection of vendors that offer the best overall value to support school safety initiatives across Utah.
