USCG Academy Salt Shed

The Department of Homeland Security, through the USCG LOG-95 Regional Contracting Northeast, is soliciting a Firm-Fixed-Price contract for the demolition of an existing salt shed and the installation of a replacement pre-engineered metal S-model Quonset-type structure at the USCG Academy in New London, Connecticut. The scope of work includes the removal and off-site disposal of the existing structure and vegetation, site preparation, and the provision of a building system featuring straight walls and a curved roof. The project requires the contractor to provide all necessary equipment, labor, materials, and supervision, and must be performed by a contractor holding valid State of Connecticut Contractor licenses. The contract will be awarded to the responsible offeror based on the Lowest Price Technically Acceptable (LPTA) basis, following a pass/fail technical evaluation of the offeror's approach and qualifications. Work must commence within 30 calendar days of the award and be completed within 60 calendar days of commencement. Proposals must be submitted in two separate volumes, consisting of a technical proposal and a price proposal, by September 24, 2026. The procurement is designated as an 8(a) Set-Aside and incorporates various FAR clauses regarding small business limitations, labor standards, and security requirements, including the safeguarding of controlled unclassified information.
