USCG and CBP C-130J Missionization Effort (Minotaur Mission Systems+)

The Department of Homeland Security, through the USCG Office of Aviation Acquisition, is seeking market research for aircraft modification services to convert baseline C-130J aircraft into the USCG HC-130J configuration. This missionization effort involves the installation and integration of the government-owned Minotaur Mission System Suite (MSS+) and Next Generation Commercial Satellite Communication (NextGen COMSATCOM) capabilities. The scope includes a base requirement for three USCG and one CBP aircraft, with options for an additional three USCG and five CBP aircraft. Additional requirements may include prototype integration of new capabilities and solutions to address diminishing manufacturing sources and material shortages. The anticipated period of performance spans from April 1, 2028, to March 31, 2038, with a projected start for missionization activities in FY30. Each aircraft modification is expected to take no more than 12 months from induction, following a 12 to 18-month lead time for parts procurement. The contractor must provide a complete Technical Data Package for each aircraft and provide subject matter experts to support government testing. Key requirements include maintaining a Secret Facility Clearance, ensuring personnel hold U.S. citizenship with Secret level clearances, and adhering to strict government inspection hold-points and safety of flight release protocols. This effort is a continuation of previous work performed by L3Harris.
