USCG and CBP C-130J Missionization Effort (Minotaur Mission Systems+)

The Department of Homeland Security, through the United States Coast Guard, is seeking market research for aircraft modification services to convert baseline C-130J aircraft into the HC-130J configuration. This process, known as missionization, involves the installation of the government-owned Minotaur Mission System Suite (MSS+) and Next Generation Commercial Satellite Communication (NextGen COMSATCOM) capabilities. The effort covers a base of four aircraft, consisting of three USCG and one Customs and Border Protection (CBP) aircraft, with options for an additional eight aircraft. The scope also includes prototype integration of new capabilities and solutions to address diminishing manufacturing sources and material shortages. The anticipated period of performance spans from April 1, 2028, to March 31, 2038, with an expected modification duration of up to 12 months per aircraft following a 12 to 18 month lead time for parts procurement. The prime contractor must possess a Secret Facility Clearance and a registered Defense Logistics Service Center certification. Acceptance of the aircraft will follow a tiered testing sequence, including Functional Check Flights, ground verification tests, and in-flight System Acceptance Tests. The contract will be managed under specific federal regulations regarding government property and security requirements, with additional funding provided via Over and Above CLINs for unscheduled maintenance or repairs discovered during the modification process.
