The United States Coast Guard plans to award a sole-source Indefinite Delivery Indefinite Quantity contract to the American Bureau of Shipping for classification and technical services supporting their Surface Acquisition Programs. The contract is set for an estimated duration of 120 months starting on March 6, 2023. This arrangement is mandated by the Coast Guard Authorization Act of 2010, which requires that all cutters acquired by the Coast Guard, excluding National Security Cutters, be classified by the American Bureau of Shipping prior to final acceptance. As a result, ABS is the sole entity authorized to provide these classification services for the Coast Guard's cutters, ensuring statutory compliance. This notice serves only as an announcement of intent to award and does not represent a request for proposals nor will there be a solicitation issued for competition. Questions related to the contract can be directed to designated Coast Guard contacts Justin Geisendaffer and Sarah Marsiglia. The contract is managed under the Department of Homeland Security’s Headquarters Contract Operations office in Washington, DC, and falls under the NAICS code for engineering services (541330). This sole-source contract reflects the legal and operational necessity for the Coast Guard to utilize ABS for these critical classification services.

The Period of Performance will be an estimated 120 months with an estimated award start date of 06 March 2023. Per the Coast Guard Authorization Act of 2010 (H.R. 3619 of the 111th Congress), and until Congress rescinds or changes the requirement, all cutters, except a National Security Cutter, acquired by the USCG shall be classed by the American Bureau of Shipping (ABS): - The Commandant shall cause each cutter, other than a National Security Cutter, acquired by the Coast Guard and delivered after the date of enactment of the Coast Guard Authorization Act of 2010 to be classed by the American Bureau of Shipping before final acceptance. (Section 573(c)(3)(A)) Therefore, ABS is the only entity statutorily available to the USCG for the classing of all cutters, other than a National Security Cutter. This notice does not constitute a Request for Proposal (RFP), or a promise to issue a RFP in the future. Proposals submitted based on this notice will not be accepted. This announcement constitutes the only notice of intent to award a sole-source IDIQ contract and a written solicitation will not be issued.
