The United States Coast Guard intends to award a sole-source contract to Aviat U.S., Inc. for ongoing support and warranty services related to the Aviat Pro-Vision Network Monitoring System and Fujitsu Flashwave 4100 SONET multiplexers, under Simplified Acquisition Procedures due to the unique and irreplaceable nature of the required services. Only Aviat possesses the authorized technical support infrastructure, including 24/7 web-based and telephonic assistance, as well as the exact proprietary components and specialized depot-level test equipment necessary to fully restore these systems to operational status. Duplication of this capability by the Coast Guard would require substantial investment in personnel training and infrastructure, making sole-source procurement the only viable option. The contract is being conducted under RFO FAR 12.102(a), with no expectation of competition unless compelling evidence is submitted demonstrating otherwise. Interested vendors may submit written information regarding their ability to perform the required work to the designated points of contact by 1:00 PM ET on Friday, 7 August 2026, though submission does not guarantee competitive bidding. This notice is strictly an announcement of intent and not a request for proposals or quotes; oral communications will not be accepted. The Government retains full discretion over whether to proceed with sole-source award based on the responses received. The solicitation number is 52800PR260032653, with the NAICS code 334220, and all correspondence must reference the Notice ID and be directed to Contract Specialist Avery Cole and Contracting Officer Mark Rushing via email.

In accordance with RFO FAR 5.101, this is a notification of a proposed sole-source contract action to Aviat U.S., Inc.  The United States Coast Guard (USCG) intends to solicit and award on a sole source basis under the authority of RFO FAR 12.102(a) to Aviat U.S., Inc. at 200C Parker Drive, Suite 100A Austin, Texas 78728. This procurement is being conducted under Simplified Acquisition Procedures (SAP) – only one responsible source and no other supplies or services will satisfy agency requirements. Aviat Care WarrantyPlus Product provides manufacturer’s authorized (24/7) upper tier web-based and telephonic technical support to Coast Guard field engineers and manufacturer-approved expedited depot-level component repair for two (2) products; Aviat Pro-Vision Network Monitoring System and Fujitsu Flashwave 4100 SONET multiplexers. Only Aviat can provide the repair of this equipment. Aviat has the exact components to repair the broken modules and depot test equipment and supporting test procedures to ensure that the repairs make the system 100% operational. For the Coast Guard to duplicate this function, significant resources would be needed to hire and train personnel to support the equipment.

All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than (NLT) 1:00PM ET on Friday, 7 August 2026.

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

The notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to the Contract Specialist, Avery Cole, Email: Avery.L.Cole@uscg.mil, and the Contracting Officer, Mark Rushing, Email: Mark.A.Rushing@uscg.mil with the Notice ID number referenced in the subject line.
