DESCRIPTION OF REQUIREMENT:
The Contractor shall provide all labor, materials, equipment, and supervision necessary to install a new electrical subpanel and route new dedicated branch circuits to the galley, berthing rooms, recreation room, offices, and gym at USCG Station Depoe Bay. All work must be tied directly into the existing emergency generator distribution panel, comply with the National Electrical Code (NEC), and undergo complete testing to ensure seamless operational transition between shore and emergency power.

Any and all questions regarding this solicitation shall be submitted in writing to the Contract Specialist at ava.m.stow@uscg.mil with solicitation RFQ number 70Z03326QSEAT0007 in subject line. Questions regarding the statement of work (SOW) will be forwarded to the technical expert for an accurate response. All responses will be uploaded for an equal and fair solicitation to all interested vendors on solely SAM.gov. No more questions will be answered after 06/23/2026.
All quotes are due by 0700 (PST) 07/03/2026.
SUBMISSION OF QUOTES
Quotes must be submitted electronically to Ava.M.Stow@uscg.mil by the date and time specified in this solicitation. Incomplete and Late submissions may be considered unresponsive and ineligible for award. A complete submission shall consist of the following parts:
Part 1: Price Quotation
- A completed and signed Standard Form (SF) 1449.
- A detailed Price Breakdown for the total firm-fixed-price. The breakdown must, at a minimum, separate the costs for the following major tasks:
- Mobilization & Site Prep
- Itemized List of Materials
- Installation by Tasks
- Labor Rate
Part 2: Technical Proposal
The Technical Proposal shall not contain any pricing information. It must provide a clear, concise narrative demonstrating the quoter’s understanding of and ability to meet the requirements of the Statement of Work (SOW). The proposal must include:
- Technical Approach: A step-by-step description of how the contractor will perform the work, including mobilization, installation of the new subpanel, routing, and installation of new branch circuits to the designated rooms (galley, berthing, recreation room, offices, and gym), safe tie-in to the existing emergency generator distribution panel, and final system testing.
- Project Schedule: A high-level timeline showing the planned start date, major milestones, and completion date (which must be on or before the required completion date of August 31, 2026).
