The U.S. Coast Guard is soliciting a turnkey solution for the complete replacement of its existing foodservice equipment at Station Fort Lauderdale with a custom-built, permanently integrated heated and refrigerated serving line, designed as a single continuous unit that is anchored directly into the facility’s bulkhead. The system must include four electric hot food wells with individual thermostats and a dedicated centralized drainage system, paired with a four-pan refrigerated cold food unit featuring a remote compressor and a five-year warranty, all constructed from heavy-duty Type 304 stainless steel with specific dimensional tolerances and finished surfaces. The unit must be fully compliant with UL, NSF, and ETL safety and sanitation standards, feature integrated utility openings and junction boxes, and be delivered as a complete package including demolition and disposal of the existing equipment, installation, leveling using adjustable bullet feet, and final commissioning by a factory-authorized technician within 48 hours of utility activation. All work is subject to zero government-furnished property, with facility preparation, labor, and utility connections handled by third-party contractors. This solicitation is a 100% total small business set-aside under NAICS code 333318, and all proposals must be submitted by July 30, 2026, at 2:00 PM Eastern Time to be considered. A mandatory site visit on July 23, 2026, is required for all respondents, and failure to attend will result in non-responsiveness. Offerors must submit a technical volume with design layouts and certification documentation, a detailed price quote covering all services from delivery to start-up, and at least three references for similar commercial foodservice installations completed within the past three years. The award will follow a best value tradeoff process, prioritizing technical capability and past performance equally with price, where superior performance or proven experience may justify a higher bid. Compliance with the FAR clauses and commercial service regulations is mandatory, including full adherence to the brand name or equal provision, Buy American requirements, and prohibitions on inverted domestic corporations and covered entities. The contractor is fully responsible for logistics, site readiness verification, freight inspection, and damage reporting, with all deliveries required FOB destination at the Coast Guard station in Dania Beach, Florida.

    • All doors and hallways leading to the foodservice kitchen areas, bars, and service stations must be finished prior to delivery of equipment.

    • The Contractor's Project Manager, along with the Owner/Owner's Representative (USCG Representative), will conduct a joint site inspection to assure that the site is ready to accept delivery and setting of equipment in place, as per the above requirements. If, after the site survey is complete, it is determined that the site is not ready to accept delivery of the equipment, a formal notification will be sent to all parties involved.

2.0 Receiving, Inspection, & Damage Mitigation

  • The Contractor shall manage the receipt, uncrating, and joint physical inspection of the unit upon arrival with the USCG Representative.

SECTION 3: INSTRUCTIONS TO OFFERORS & EVALUATION

1.0 Mandatory Site Visit

Due to the custom integration required to build this continuous unit directly into the facility's bulkhead and utility networks, a site visit is strictly mandatory for all prospective bidders. Failure to participate in this site visit will result in the immediate rejection of the bidder’s proposal as non-responsive.

  • DATE AND TIME: JULY 23, 2026, AT 09:00 AM

3.0 Evaluation Criteria (FAR 52.212-2)

The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

This solicitation will be evaluated using Best Value Tradeoff procedures. Award may be made to other than the lowest priced offeror, where the technical superiority or superior past performance of a higher-priced quote justifies the additional cost.

The following factors shall be used to evaluate offers:

  1. Technical Capability: Adherence to physical dimensions, continuous single-unit configuration, permanent bulkhead integration design, and safety/sanitation certifications (UL/NSF).

  2. Past Performance: Proven track record of successful federal or commercial turnkey foodservice deliveries.

  3. Price: Evaluated for fairness, reasonableness, and completeness.

Relative Importance: Technical Capability and Past Performance, when combined, are approximately equal to price. As technical merit and past performance ratings become more equal among offerors, price will become the determining factor in selection.

Wheel Washer
Solicitation # FA483026Q0051
The Government is soliciting competitive bids for a specialized wheel washer system essential to maintaining C-130 aircraft readiness through squadron-level wheel overhaul operations. The contractor must furnish, deliver, install, test, and commission a fully operational unit at the 71st Isochronal Maintenance Facility in Fort Moore, Georgia, with all work required to be completed no later than 90 calendar days after contract award. The equipment must feature a heated wash system, automated brushing, and high-pressure spray cleaning with C-130-specific brushes housed in a chamber measuring a minimum of 26 inches on each side. The cleaning solution must be water-based with no adverse environmental impact, and the system must comply with all applicable industry safety standards for automated and high-pressure machinery. Electrical infrastructure at the site has been pre-installed and the contractor is responsible for ensuring full compatibility. The solicitation is structured as a Firm Fixed-Price contract with a clear cost breakdown required for four distinct line items: the wheel washer unit including initial cleaning solution and brushes, shipping and handling to the delivery location, installation and commissioning labor, and on-site training along with the delivery of comprehensive operation, maintenance, and safety manuals. Proposals must be submitted via email by 10:00 AM EST on July 30, 2026, with attachments limited to .pdf, .doc, or .xls formats. Evaluation will follow a Lowest Price Technically Acceptable approach, where proposals must first pass a mandatory technical compliance threshold—meeting all dimensional, functional, and environmental requirements—before price becomes the determining factor. Delivery schedule and past performance in supplying industrial cleaning or aviation ground support equipment are secondary differentiators. The set-aside is reserved exclusively for small businesses under NAICS code 333310, and no funds are currently available; award will be contingent upon future funding availability. Final acceptance requires successful demonstration of operational capability and formal Government sign-off after installation, testing, and completion of training.
