The US Coast Guard (USCG) is seeking sources to procure replacement propulsion machinery and associated equipment onboard the 295' Barque CGC EAGLE. The USCG is seeking engineering design services and equipment supply under one contract. The DRAFT Statement of Work (SOW) and Specification are being provided to detail the scope of work. USCG requests that interested parties review and provide comments on these documents. The goal is for the Contractor to provide an integrated design package and all new propulsion equipment as outlined in the DRAFT SOW and Specification. The equipment will be delivered to the CG Yard in Baltimore, MD for installation by the government. This will be a firm-fixed-price contract. It is anticipated that one (1) ship set will be delivered during the project along with associated spare and repair parts. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work, receive industry feedback on the DRAFT SOW and Specification, and conduct market research. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information (items one though six) will be used in determining whether to set aside this requirement for small businesses. Please provide the following in response to this sources sought notice: 1) Capability statement expressing interest in this requirement describing your company and its capability to complete a project of this scope, magnitude and complexity (current or past technical experience). Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. Include a list of projects with descriptions which are similar in nature to the DRAFT SOW and Specification. 2) Capability to complete design and fabrication work in house and anticipated percentage of outsourced work. 3) Statement of your firm's standard warranty. 4) Statement of your firm's business size and type (HUB Zone, Service Disabled Veteran Owned, 8(a), woman-owned). If a company is a large business please consider providing any distributors or dealers for consideration. 5) Cage Code and DUNS number. 6) Reference list for each of the projects submitted in 1) above. Include the point of contact, title, phone number and email address. 7) Questions related to the DRAFT SOW and Specification: a. Are there any major concerns or exceptions that would preclude companies from submitting a proposal? b. What is the impact of requiring that all propulsion equipment be either ABS Type Approved or Class Certified? c. Can you provide estimated lead times for the engine, reduction gear, propeller, and any other equipment with a lead time greater than 6 weeks? d. Can you provide any published rates for onsite technical representative services to provide support during installation and commission? Your response to this notice must be received on or before 4:00 PM EST on 17 July 2015. Responses shall be emailed to the Contracting Officer at contact@example.gov.
