INTENT TO SOLE SOURCE User Zoom SS-CFPB-24-023 Fiscal Service Procurement on behalf of the Consumer Financial Protection Bureau, intends to make a firm-fixed-price award to User Zoom, Inc. for User Zoom tools and services for one 12-month period pursuant to FAR Part 6.302-1(b)(1)(i). After researching other leading tools, CFPB found User Zoom was the only choice for numerous reasons: Flexible services - Unlike other large companies, User Zoom lets you pay by the person. Other tools bundle their services together with analytics support not required by CFPB, but User Zoom focuses on the tools CFPB will actually use. Terms of Service - During CFPB's market research, other manufacturers refused to amend their Terms of Service. User Zoom is flexible regarding changes required from CFPB's Privacy team. Moderated and Unmoderated testing - Most tools just offer unmoderated testing. User Zoom allows CFPB to do moderated tests, which is currently accomplished via Webex. User Zoom integrates the notetaking feature inside the tool, and allows easy collaboration with other stakeholders while others do not integrate with the Bureau's Webex. No downloads required - Other tools, require users to download software, which mean it can never be used in government contexts and increase change of technology issues. User Zoom is web-based, so there is no software involved and no hurdles. Reliability - Similarly priced tools do not provide video recording - just click-path analysis which is also one of the Bureau's needs. Security and privacy - User Zoom meets the Bureau's security and privacy standards. Therefore, User Zoom is the only product in the market place that will meet the Bureau's needs. Product Service Code (PSC): 7A21 Manufacturer: User Zoom Quantity: 1 - UserZoom Essentials Workgroup 1 - Unlimited Workgroup User Seats 1 - Core Capabilities 1 - Unlimited Participant Sourcing, Unmoderated Basic Usability Test Only (Incidence Rate >= 20%, Participants N=15) 1 - Unmoderated Live Study - Sourced by UserZoom, Unmoderated Basic Usability Test Only (Incidence Rate >= 20%, Participants N=15) 1 - Unmoderated Live Study-Sourced by Customer 1 - Moderated Live Study-Sourced by Customer 1 - Localization of Study-Taking Experience/Regional Participant Language Package - Americas Region 1 - International Participant Sourcing Package-Americas Region 1 - Partnership Tier (Silver) 1 - Support Services (Silver) Fiscal Service will consider written responses received no later than 10:00a.m. ET on Thursday November 16, 2023. Responses must include sufficient evidence that clearly shows the vendor is capable of providing the User Zoom services. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received that clearly demonstrates the vendor's ability to meet all of the salient features of the requirement, then Fiscal Service shall proceed with an award on a sole source basis to User Zoom, Inc. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Interested vendors shall provide the following: 1. The name and location of your company, contact information, UEI number, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service-Disabled Veteran Owned Small Business, HUBZone, etc.) based on NAICS Code 518210 size standard $40 million. Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. Whether your services are available through a Government contract vehicle or Open Market. 3. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for. 4. Complete details of your company's product that clearly and sufficiently demonstrates that it is an equivalent product to the one stated above without pricing at this time. Responses to this request shall be submitted by email to purchasing@fiscal.treasury.gov, including - SS-CFPB-24-023 Attn: KE/MR in the subject line. This notice does not restrict the Government to an ultimate acquisition approach. All vendors responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice if the Government determines there is clearly an equivalent product(s) for the User Zoom tools and services required.
