The U.S. Fish & Wildlife Service (USFWS) plans to issue a single source contract to Forest Technology Systems, Inc. for the maintenance of weather station assets utilized by wildland fire management teams in the Southwest region. This action is in accordance with FAR regulations and follows the standards set for annual maintenance and sensor replacement of these critical assets. Forest Technology Systems, Inc. has been identified as the only vendor capable of fulfilling the contract requirements due to the urgency of the need and the unavailability of the other approved entity, an agency team from the Bureau of Land Management (BLM), which could not participate due to prior notification requirements. This notice serves purely for informational purposes and is not an invitation for proposals or bids. Vendors claiming the ability to provide similar services are invited to submit supporting documentation demonstrating their capability to the USFWS Contract Specialist, Aaron Eubank, via email by the specified deadline of January 15, 2021. No solicitation will be issued concurrently with this notice, and the government is not liable for any costs incurred in responding. The contract action is managed by the Department of the Interior’s FWS Pacific Regional Office, based in Portland, Oregon, and relates specifically to the Division of Fire Management's efforts to maintain Remote Automated Weather Stations (RAWS) to support wildfire management.

This is a special notice provided for informational purposes only, prepared in accordance with FAR 5.2- Synopses of Proposed Contract Actions. The U.S. Fish & Wildlife Service (USFWS) Joint Administrative Operations, Acquisition and Property Operations, Goods and Services Operations plans to issue a single source award in accordance with FAR 13.106-1(b)(1)(i) to Forest Technology Systems, Inc. This contract is for the maintenance of weather station assets used by wildland fire management teams in the FWS Southwest region according to the Annual Maintenance and Sensor Replacement Standards. Currently only two serving entities are approved by the National Wildfire Coordinating Group, an interagency group of government wildfire specialists. One of the sources, an agency team from BLM, was not available due to requirements for notification of intent earlier in 2020. Due to the urgency of the maintenance needs and the lack of availability from the BLM source, it has been determined that Forest Technology Systems, Inc. is the only vendor able to fulfill this requirement. This notice is not a request for proposal/quote or invitation for bid. A solicitation will not be issued in conjunction with this notice of intent. Any vendor that believes it can provide the proposed services can provide supporting documents demonstrating capability that will be put forward for possible consideration by the National Wildfire Coordinating Group. The Government is not responsible for any costs incurred in response to this notice. Information can be sent to the Contract Specialist, Aaron Eubank, email: aaron_eubank@fws.gov before the notice close date of 1/15/2021. No telephone, mail, or facsimile requests will be accepted.
