The Department of Justice, acting through the Federal Bureau of Prisons at the United States Medical Center for Federal Prisoners (USMCFP) Springfield, Virginia, has issued a firm-fixed-price combined synopsis and solicitation (RFQ 15B41426Q00000005) for the supply, removal, and installation of two new 500 KVA pad-mounted, oil-filled, step-down electrical transformers at its Springfield, Missouri facility. This procurement is a total small business set-aside under the North American Industry Classification System (NAICS) code 335311 and is intended to replace existing transformers with new units that meet or exceed the current system’s performance specifications without requiring special troubleshooting software or tools. The contractor will be responsible for furnishing all labor, materials, tools, and equipment necessary to remove the old transformers, install and test the new units to demonstrate proper operation, and ensure all work is coordinated to minimize operational disruption, including adherence to safety plans and lockout/tagout procedures. Offerors must be registered in the System for Award Management (SAM) and submit quotations electronically by May 28, 2026. Price, past performance, and technical capability will be key evaluation factors, with the government reserving the right to award based on the best value trade-off rather than lowest price alone. The contract incorporates numerous FAR clauses, including those specific to total small business set-asides, labor standards, payment by electronic funds transfer, and contractor personnel security requirements, which mandate comprehensive personnel vetting and ongoing security compliance. The contractor must also comply with DOJ-specific provisions regarding personnel clearances, incident reporting, and security policies, extending these requirements to subcontractors. Delivery and acceptance will occur at USMCFP Springfield under FOB Destination terms, with inspection and final acceptance by the government’s Contracting Officer’s Representative. The solicitation requires offerors to submit a specification sheet with their quotations, and questions may be addressed via email to the designated government point of contact.
