USMS FY26 IOD FRFTF Ground Robots

The U.S. Marshals Service is soliciting proposals under solicitation number 15M10226QA4700128 for the delivery of six AXON SKY-HERO SIGYN Ground Robot Starter Kits and six AXON SKY-HERO Ground Control System Starter Kits, with performance to be completed at the George C. Young Federal Building in Orlando, Florida. The contract is a Firm Fixed Price procurement with a base period of performance from June 30, 2026, to June 29, 2027, and deliveries must occur within 30 days after receipt of order, FOB destination. Offerors must submit two volumes: Volume 1 is a quote on official company letterhead including the company name, logo, address, point of contact, and CAGE code; Volume 2 is a completed, signed SF-1449 form with pricing entered for CLINs and Clause USMS-0004 fully filled out. All offerors must be registered in the System for Award Management with a valid CAGE code and unique entity identifier. Technical substitutions are prohibited, and while items are not name-brand specific, any non-name-brand proposals must include full technical specifications for evaluation. The solicitation is not subject to a set-aside and is open to all eligible entities. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) approach, where proposals are first screened for technical acceptability based on conformance to the Item Specification, Statement of Work, and Performance Work Statement referenced under USMS-0015, and only technically acceptable offers will be considered for award based on lowest price. Additional requirements include compliance with multiple FAR clauses, including deviations related to sustainable products, whistleblower rights, child labor, equal opportunity, combating trafficking, and DEI discrimination; offerors must also certify via USMS-0004 that they are not corporations convicted of a felony in the past 24 months or delinquent on federal tax liabilities. The contract mandates strict data handling procedures prohibiting the unauthorized disclosure of non-public information and restricting its use to government purposes only.
