This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the


format in FAR Part12, Acquisition of Commercial Products and Commercial Services, as supplemented with additional information included in this notice. The solicitation number is N0018926QL387 and is issued as a Request for Quote (RFQ). This notice of intent is not a request for competitive proposals. No solicitation or RFQ will be forthcoming.



The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. The associated North American Industrial Classification System (NAICS) code for this procurement is 335921 with a small business size standard of


1,000 employees. The Product Service Code is 6015. The anticipated award date is no later than 30 September 2026.



The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award, on a sole source basis, a contract to Maryland Broadband Cooperative for the replacement of Dark Fiber Cables and the IRU rights to maintenance and repairs for the new extension per the attached Redacted Justification and Approval for use of Other Than Full and Open Competition. As a result, this requirement will not be set aside for small business concerns. The activity’s small business office concurs with this determination.



The items being requested are to replace aging fiber optic infrastructure connecting USNA to the North Severn Side of the USNA campus. The existing sub-river cables are aging and at risk of failure due to the fact they're more than 30 years old. Establishing a secondary connection will eliminate the current single point of failure and improve reliability of service. USNA desires to purchase an Indefeasible Right of Use (IRU) agreement in certain optical fiber strands within MDBroadband’s fibers system, all subject to terms and conditions contained in the IRU



The delivery date is 30 September 2026.
