USNORTHCOM Pentagon Corridor Display

The U.S. Northern Command and NORAD are conducting market research through a Sources Sought notice for the design, fabrication, and installation of a custom legacy mural display to be placed in the Pentagon’s Combatant Command corridor in Washington D.C. The mural must match the artistic quality and stylistic elements of existing displays in the corridor and will feature a 12’6” wide by 60” high by 3” deep structure with aluminum extrusion framing, a ¾” thick fire-rated background panel, three-dimensional lettering, printed graphic panels, standoff graphics, and object mounts. The display may include backlighting if approved and must be mounted using cleat blocks compliant with Pentagon Corridor Committee and Fire Marshall safety standards. All work, including design collaboration with U.S. Northern Command’s Public Affairs and Historian teams, fabrication, and on-site installation, must be performed by a small business in accordance with a Total Small Business Set-Aside under FAR 19.5, with the applicable NAICS code being 541430 for Graphic Design Services, subject to a $19 million size standard. The contractor must provide all personnel, materials, tools, equipment, and supervision, and will be required to coordinate closely with the Government’s Point of Contact to submit digital mock-ups for approval prior to fabrication, with strict adherence to an aggressive timeline: initial design meeting within 10 days of award, final design approval at 60 days, fabrication completed at 90 days, and full installation within 120 days of contract award. Installation must occur during normal business hours on the Pentagon’s second floor, excluding federal holidays, and all personnel require advance security vetting, including submission of personal information at least 14 days prior to site access; the Government will not provide escort services. Respondents must confirm technical capability to meet the SOW, provide two to three comparable past projects involving military or federal secure facility installations, demonstrate experience collaborating with historians or public affairs offices, affirm ability to meet Pentagon security requirements, and indicate if they have existing contract vehicles for similar services. This solicitation is not a request for quotes and the Government is under no obligation to issue a contract based on responses, which must be submitted via email by June 2, 2026, to the Contract Specialist and Contracting Officer listed.
