Sole source award to provide EMC hardware and support renewal to the USNS Mercy. The hardware and support will ensure that all medical data stored on the EMC storage solution is secure and accessible at all times. Without an EMC hardware and support, vital medical data could be lost or corrupted in the case of hardware failure. FAR 6.302-2. When the agency's need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for. While underway on Pacific Partnership 2016, the USNS Mercy experienced hardware failure on their EMC storage device which hosted half of the virtual desktops on the ship and all the medical record data. The Mercy was only going to be in port from June 8-21, 2016 in Timor Leste and had to have the equipment delivered before leaving port.
