20--Design, build and replacement of Ross-Hill Controls Propulsion and Thruster Silicon Controlled Rectifier drives, Generator Controls and associated Switchboard Controls on the USNS Waters.

The Military Sealift Command awarded contract N0003312R7504 for the design, build, and replacement of obsolete Ross-Hill Controls systems on the USNS Waters (T-AGS 45). The scope of work involves replacing the propulsion and thruster Silicon Controlled Rectifier (SCR) drives, generator controls, and associated switchboard controls, including the 600 VAC Main Switchboard, 480 VAC Non-Regulated Ship Service Switchboard, Emergency Switchboard, and Shore Power Station. The project requires the use of nonproprietary commercial off-the-shelf equipment that complies with 1990 and 2012 ABS and USCG regulations, as well as IEEE 45-2002 standards. The contractor is responsible for providing all necessary hardware, software, and training, utilizing a phased installation approach to minimize vessel downtime, with a specified installation period of 60 days. Key deliverables include design reviews, hardware and software specifications, and installation drawings. Additionally, the contract mandates strict adherence to security and access protocols for personnel visiting the vessel at Naval Station Pearl Harbor, requiring the submission of specific background check forms and crewlist templates for screening by the USCG and DOJ.
