The Naval Sea Systems Command (NAVSEA) plans to issue a Request for Proposal (RFP) targeting Huntington Ingalls Incorporated (Ingalls Shipbuilding) and General Dynamics Bath Iron Works (BIW) to provide options for incorporating the Flight III Engineering Change Proposal (ECP) upgrades into the USS ARLEIGH BURKE (DDG 51) Class Guided Missile Destroyers. This upgrade encompasses significant modifications including integration of upgraded baseline systems, fitting out services, technical data updates, special tools, test equipment, and other industrial services necessary to update ships currently under contract. The work will specifically focus on ships in the FY2013-2017 Multi-Year Procurement, with priced options to implement the Flight III baseline upgrade on the last three ships in this series. Because Ingalls and BIW are the only shipyards capable of constructing and upgrading these DDG 51 Class AEGIS Destroyers, the solicitation will be a limited competition between these two entities and awarded without full and open competition due to their unique capabilities. The contract actions, contingent upon legal authorization and the availability of appropriated funds, will involve negotiation for fair and reasonable prices for these upgrades. Companies interested in subcontracting opportunities are advised to contact Ingalls Shipbuilding and BIW directly. This pre-solicitation notice serves as an informational announcement and does not constitute a commitment by the government to issue a solicitation or award contracts. All future solicitations, if issued, will be made public via official government channels. The Navy has emphasized that no proposals will be accepted as a result of this notice and that respondents will not be reimbursed for any information or questions submitted. The effort reflects the ongoing modernization and enhancement of the DDG 51 platform to meet evolving mission requirements.
