PLATE,COVER ASSY
Solicitation # N0010426QFG68
Solicitation N00104-26-Q-FG68, issued by NAVSUP Weapon Systems Support, seeks pricing for the procurement of 16 Cover Plate Assemblies (NSN 4320-01-195-3116). This hardware is designated as Special Emphasis Level I material because it is used in crucial shipboard systems where failure could result in catastrophic loss of life or vessel. Due to this criticality, the contract mandates strict adherence to quality standards, including a required quality system compliant with ISO-9001 and ISO-10012. The procurement includes a First Article Testing requirement for 16 units to verify the manufacturer's capability to meet full specifications before subsequent production. Technical requirements specify that the Cover Plate must be hot forged from Alloy C71500 per MIL-C-24679 and must be mercury-free. Mandatory non-destructive testing includes ultrasonic inspection on forgings and dye penetrant inspection both on forgings and after final machining. All welding and brazing must follow specific S9074 standards, with procedures and personnel qualifications submitted for government approval prior to performance. The contractor must provide a comprehensive Certificate of Compliance per CDRL DI-MISC-80678, ensuring full traceability to individual item markings. Award will be made to a single responsible offeror based on the most advantageous offer, with past performance weighted as more important than price. Evaluation will utilize the Supplier Performance Risk System to assess item, price, and supplier risk. All certification data must be submitted via Wide Area Workflow for review and acceptance by the Portsmouth Naval Shipyard prior to shipment. Packaging must comply with MIL-STD-2073 and MIL-STD-129, with specific palletization requirements based on load weight and material hazards.

SEAL
Solicitation # N0010427QJA16
Solicitation N0010427QJA16, issued by the Navsup Weapon Systems Support Mech, is a fixed-price request for quotations for the teardown, evaluation, and repair of a SEAL (NSN 4320-01-502-8298). The contractor is required to perform all work in accordance with approved repair standards, technical orders, and TDP Version 006, ensuring the final product meets all operational and functional requirements. A critical performance metric is the Repair Turnaround Time (RTAT) of 35 days, measured from the physical receipt of the asset to the date of acceptance. The government intends to make a single award based on the most advantageous offer, with past performance weighted as more important than price. The contract mandates strict quality assurance and packaging standards, including physical identification per MIL-STD-130 and preservation according to MIL-STD-2073-1 for OCONUS shipments or ASTM D3951-18 for CONUS shipments. Contractors are responsible for all inspections, though the government reserves the right to perform its own oversight. Administrative requirements include the use of the Wide Area Workflow system for invoicing and compliance with various DFARS and FAR clauses regarding cybersecurity, hazardous materials, and domestic preferences. Quotations are due by October 26, 2026, and must be submitted by authorized distributors of the original manufacturer.
