The United States Space Force is seeking industry input through a Request for Information to support the transition of operations, maintenance, and management services for the 21st Communications Squadron at Cheyenne Mountain Space Force Station and the Defense Red Switch Network at Peterson Space Force Base. This effort is intended as a short-term bridge between the expiration of the NISSC II Task Order and the anticipated award of the Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS) Commercial Solutions Opening, with transition activities scheduled to begin in June 2027 and a formal contract award targeted for the end of December 2026. The Government is considering a 1-year base period with two 6-month options rather than the originally planned 7.5-year duration to facilitate a smoother handoff and is evaluating barriers to competition including workforce availability, clearance levels, transition timelines, and associated costs such as Common Access Card turnover and management changes. Responses must be submitted via email to the designated contracting personnel by 2:00 PM MDT on May 15, 2026, and are limited to no more than 20 pages; all costs incurred in responding are the sole responsibility of the respondent and will not be reimbursed. No formal solicitation, evaluation factors, or award criteria have been established, as this is purely a sources sought notice designed to inform future procurement strategy. The ultimate contract is expected to be awarded under the GSA Alliant 2 Multiple Award Contract vehicle, requiring respondents to be registered in SAM.gov with valid UEI and CAGE codes, though no set-aside provisions are currently planned. The Government is specifically requesting insights on cost estimates for transitioning from the incumbent to a new contractor, the availability of personnel with appropriate security clearances and technical skills, and any other factors that might impact competition or implementation timelines. The place of performance will be in Colorado Springs, Colorado, primarily at Cheyenne Mountain Space Force Station and Peterson Space Force Base, with the contracting office located at Peterson AFB. No specific contract clauses, packaging requirements, inspection criteria, or invoicing methods are provided in this pre-solicitation phase as the Government is gathering market intelligence to shape a future competitive solicitation.
