Solicitation # HT003826SC005-AOI0002
The Defense Health Agency (DHA), through the Enterprise Intelligence and Data Solutions (EIDS) Program Management Office, is seeking commercial solutions for the operations, sustainment, modernization, and development of the Data Exchange Platform (DxP). This initiative, published under Commercial Solutions Opening HT003826SC005, aims to maintain mission-essential legacy services—including the Data Exchange Services (DES), Central Health Data Repository (CHDR), and ACS-DAL environments—while transitioning to a scalable, cloud-native, API-driven architecture. Key technical objectives include adopting FHIR R4 and OMOP CDM standards, implementing Zero Trust security, and evolving toward AI/ML-ready capabilities to support secure interoperability between the DHA, Department of Veterans Affairs, and other federal healthcare partners. The procurement follows a multi-phase evaluation process, with Phase I responses due by October 28, 2026. Phase I submissions are evaluated on a Go/No-Go basis focusing on technical feasibility, operational strategy for zero-disruption modernization, commercial maturity, and security alignment. While the government anticipates a Firm-Fixed-Price structure and a 12-month base period, the final award instrument may be a FAR-based contract or a prototype other transaction agreement, with an anticipated award date of March 2027. Selected vendors must demonstrate a robust DevSecOps approach and a realistic staffing pipeline meeting necessary security clearance and facility access criteria.

The Utah State Board of Education (USBE) intends to award a sole source contract to Safe Schools For Alex for the development and integration of a Utah School Safety Dashboard within the Parent Portal. This dashboard will provide parents with comparative safety data across public schools, including disciplinary actions, law enforcement involvement, and resource officer counts, in compliance with Utah Code Sections 53G-6-805 and 806. The project encompasses data collection, secure role-based access for authorized personnel, robust privacy and security measures, and comprehensive training and ongoing support. The contract is valued at up to $3 million over five years, with an initial performance period not exceeding six months, and includes implementation, support, and training services. The justification for bypassing a standard procurement process hinges on the uniqueness of the vendor’s nationally recognized capabilities, proprietary features, and specialized expertise unavailable elsewhere, with the process transparent and open to challenge by other qualified vendors. The procurement process is structured as a public notice of intent to award a sole source contract, with a defined challenge window from September 9 to September 16, 2025. Interested vendors wishing to contest the award must submit detailed documentation through the Utah Public Procurement Place Portal, demonstrating that they can provide comparable or superior solutions, proprietary or equivalent products, or cost-effective transitional alternatives. No formal proposals, bids, or quotes are solicited; instead, the process relies on the submission of evidence supporting competition. If no valid challenges are received, USBE may proceed with the award. The contract emphasizes compliance with federal and state data privacy laws, including FERPA, and requires the contractor to meet specific technical, security, and performance standards, with deliverables primarily digital and performance-based, delivered within the specified timeline. The agreement includes provisions for amendments, extensions, and modifications, with detailed invoicing procedures and responsible contacts for administration, but does not specify packaging, labeling, or federal acquisition clauses, reflecting its state-level sole source nature.
