Utah Tech - Chancellor Student Housing Remodel - Phase 1

Utah Tech University is conducting a two-stage procurement process for the renovation of a three-story, 6,852-square-foot student housing building located at 11 South 800 East in St. George, Utah. Originally constructed in 1995, the building will be reconfigured from six three-bedroom apartments into ten one-bedroom apartments and one two-bedroom apartment, with associated interior and exterior improvements including demolition, new partitioning, HVAC mini-split installations, a new fire sprinkler and riser system, electrical upgrades, plumbing enhancements, stucco painting, and conversion of the manager’s office into a shared laundry facility. Site improvements such as stairs, ramps, sidewalks, curbing, HVAC pads, utility connections, and fire line upgrades are also included. This solicitation, identified as Phase 1 under solicitation number 26-0624, is a Request for Pre-Qualifications (RFPQ) designed to identify qualified general contractors with the experience, capacity, and safety record to proceed to a subsequent competitive sealed bidding phase. Contractors must hold a current Utah General Contractor License and submit four PDF files detailing their executive summary, company experience, references, and proposed schedule. Evaluation is based on a 100-point system that assesses relevant renovation experience, qualifications of key personnel, past performance, safety record and EMR, financial capacity, and ability to meet the project schedule. Only those contractors who successfully pass prequalification and receive an invitation via U3P will be eligible to participate in Stage Two, the Invitation for Bids, where the award will be made to the lowest responsive and responsible bidder. The RFPQ submission deadline is July 22, 2026, at 5:00 PM MST, with qualified contractors expected to be announced on July 27, 2026. Construction is slated to begin in Fall 2026 with substantial completion required by January 2027. Although the project has an estimated budget range of $700,000, no contract value or pricing details are included in this phase, as all terms related to award, execution, invoicing, payment, and performance requirements will be defined in the subsequent Invitation for Bids and final contract documents.
