The contract involves the potential privatization of the electric distribution system, potable water distribution system, and wastewater collection system at McConnell Air Force Base in Wichita, Kansas. The contractor will assume ownership of these utility systems, taking full responsibility for their operation, maintenance, repair, upgrades, and overall management while providing uninterrupted utility services to the Government. The solicitation number has been updated to SPE600-13-R-0806, and the procurement process is currently in the market research phase to gauge industry interest and capabilities. Interested firms are required to submit statements of interest detailing their experience, financial capability, business size, and a primary contact by the specified deadline. This effort may include opportunities for small and disadvantaged business set-asides, and a formal solicitation could be issued if sufficient market interest is identified. McConnell AFB's electric system consists of extensive underground circuits, poles, transformers, and associated infrastructure, with power sourced from Westar Energy. The water distribution system includes pipes of various vintages, storage tanks, fire hydrants, valves, and other equipment, treating water delivered from the City of Wichita before distribution across the base. The wastewater collection system is solely a collection network that conveys wastewater to the city treatment facilities and includes pipes, manholes, lift stations, and a generator. The privatization initiative is governed by federal statute (10 U.S.C. §2688) and aims to transfer ownership rights of these utility systems to an eligible municipal, private, or cooperative utility provider, under terms that ensure the continued provision and enhancement of utility services at the base.
