The scope of the project remains the same. In support of FMCSA's Unified Registration System (URS) development, this award provides for non-personal information technology and information management support services to produce an algorithm and corresponding software for an automatic risk-based assessment tool. The URSA tool calculates a risk potential based on the likelihood that an applicant for operating authority is attempting to reincarnate, or otherwise obtain authority illicitly. As specified within the PWS, this contract includes the development, testing and validation of the algorithm and software that will supply FMCSA's URS with an assessment of risk potential. Further, the Contractor shall conduct all necessary program management, quality assurance, security, and training to ensure successful completion of the requirements, milestones and deliverables captured within this PWS. The Contractor shall deliver services both on and off-site as necessary to execute against all requirements established in the PWS and as set forth by the Government.
