Scope: The selected Contractor shall provide complete utility locating and marking services for City-owned underground infrastructure. This includes conducting all necessary research, analysis, and field investigations to determine the location of facilities prior to excavation activities, in compliance with all applicable regulations and best practices.
General Requirements
The Contractor shall:
 Utilize City-provided records and data, including GIS files, as-built record drawings, atlas maps, KMZ files, and other supporting documentation.  Perform all services within the timeframes required by California Government Code §4216 and any other applicable laws or regulations.  Electronically close each DigAlert (Underground Service Alert of Southern California, or USA/SC) ticket upon completion.  Maintain all necessary confidentiality and security over City records, and use the information solely for performing work under this contract.
Utility locating shall be conducted in a competent, professional manner consistent with:
 Applicable federal, state, and local laws and regulations;  Industry standards and practices;  California Government Code §4216;  Guidelines established by the National Utility Locating Contractors Association (NULCA); and  APWA (American Public Works Association) uniform color code for marking utilities.
Note: The City reserves the right to amend the scope of services during the term of the contract to specify which utility types shall be marked by the Contractor.
Specific Contractor Responsibilities
The Contractor shall, at a minimum, perform the following:
 Staffing & Equipment o Provide qualified personnel, properly equipped vehicles, traffic control (as needed), marking paint, flags, stakes, and all other equipment and materials necessary to perform utility locating services in a timely and professional manner.  Ticket Management o Receive all excavation notices directed to the City, including those submitted through DigAlert. o Respond to all DigAlert/USA tickets within two working days, or within the statutory timeframe indicated in the request. o Electronically track, close, and document each locate request, identified by ticket number and date.  Marking Responsibilities o Review City utility records to assess potential conflicts between proposed excavations and City-owned underground facilities. o Accurately locate and mark facilities when a conflict is determined, using field-appropriate techniques and APWA-compliant color markings. o Place markings at reasonable intervals to ensure clear identification of underground utilities.  Data & Records Management o Maintain accurate records of all locate activities, including ticket logs and field notes, for a minimum of three (3) years. o Submit weekly invoices to the City, including itemized ticket documentation as backup, categorized by utility type and ticket number. o Provide field markups or notes identifying discrepancies between City GIS/mapping data and actual field conditions; coordinate with City staff for updates. o Ensure secure handling of City utility records and limit access to only authorized personnel.  Communication and Coordination o Maintain ongoing communication with designated City Departments regarding the status of locate requests and any concerns or delays. o Notify the City promptly of any challenges, anomalies, or discrepancies encountered during field operations.  Billing Requirements o Submit separate invoices for services rendered to the responsible City Departments based on utility-type:
