Utility Snowmobiles

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Solicitation number AG-03R6-S-09-0136 is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35. The clauses and provisions referenced in this solicitation can be found in full text format at http://www.arnet.gov/far. This procurement is being issued as a 100 % small business set-aside under NAICS code 441229 and nonmanufacturer small business size standard of 500 employees. The requirement is for four (4) Utility Snowmobiles delivered to Region One USDA Forest Service, Regional Field Office Facility. Price quotes shall include delivery FOB. Snowmobile specifications are as follows for Line Item #1: Light weight: approximately 475 pounds each, not to exceed 500 pounds. Large track surface to include a minimum track length of 154 inches and minimum track width of 16 inches. Approximately 550 cc engine that is fan-cooled, so it can operate efficiently at lower speeds. Transmission shall include both forward and reverse. Shall include a cargo rack. The provisions at 52.212-1, Instructions to Offerors-Commercial, and 52.212-2, Evaluation-Commercial Items are applicable. The quoter acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance and through final payment of any contract resulting from this solicitation. In addition to price and technical factors such as warranty, repair service locations, response time for maintenance and repair, compliance with solicitation requirements, and ability to provide the supplies in a timely manner, past performance shall be considered. Technical (non price) factors and past performance, when combined are equally as important as price. In order to be considered responsive to the solicitation, interested quoters shall provide a price quote, delivery date, product literature, and information addressing the technical (non cost) factors. The provision at 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATION-COMMERCIAL ITEMS (Feb 2009) is applicable and must be completed and returned with quote. More than one award may be made.
