UTV - Utility Task Vehicle

The Lawton Indian Hospital, under the Indian Health Service of the Department of Health and Human Services, is seeking to acquire one (1) Utility Task Vehicle (UTV) equivalent to the Bobcat UV34 model to replace an outdated and costly-to-maintain unit. The vehicle will be used for transporting medical supplies, packages, and equipment across the hospital campus, which includes diverse terrain, requiring a robust, all-terrain vehicle with specific operational capabilities. The UTV must feature a 1000 cc gasoline engine, an enclosed EPS cab with heating, a 1,250 lb cargo capacity, and a full suite of safety and usability features including rear and side mirrors, turn signals, a backup alarm, a strobe light, grab handles, doors, a windshield, tie-downs, an electrical horn, an LED light bar, all-terrain tires, and be delivered ready to operate with a full tank of fuel, operator manuals, and warranty documentation. The acquisition is governed under the Buy Indian Act, set aside exclusively for Indian Small Business Economic Enterprises (ISBEE), requiring offerors to certify as an Indian Economic Enterprise under 25 U.S.C. § 47 through a mandatory representation form. All responses must be submitted via email by the deadline of June 8, 2026, and include the offeror’s UEI, CAGE code, SAM registration status, and socioeconomic certification. Proposals are limited to five pages and must satisfy comprehensive technical specifications to be deemed acceptable under a Lowest Price Technically Acceptable (LPTA) evaluation process, where technical compliance is a non-negotiable prerequisite and the lowest qualifying price determines award. The contractor must deliver the UTV to Lawton Indian Hospital, Oklahoma, within 90 days of award and provide on-site training, along with a toll-free support line staffed Monday through Friday from 8 AM to 4:30 PM. The contract includes clauses relating to whistleblower protections, trafficking in persons, information safeguarding, personal identity verification, electronic funds transfer via SAM, and provisions for contract extension and equipment purchase. Payment will be processed electronically through SAM, and the contractor must remain in compliance with all applicable HHSAR and FAR provisions throughout performance, including ongoing eligibility certification for ISBEE status. Any failure to maintain eligibility or provide required documentation will result in contract termination or other enforcement actions, and the government reserves the right to reject any non-compliant offer.
