The Naval Air Systems Command is issuing a delivery order to the Bell-Boeing Joint Program Office for the non-recurring engineering, qualification, testing, and delivery of seven V-22 Aerial Refueling System retrofit kits. These kits are designed to provide refueling capabilities for fixed, tilt, and rotary wing aircraft, utilizing both mission auxiliary tanks and the organic fuel system. The project is structured in two stages, consisting of an Initial Operating Capability phase and a Full Operational Capability phase, to support flight tests and an initial operational trial. This contract is being awarded on an other than full and open competitive basis because Bell-Boeing is the sole developer and manufacturer of the V-22 aircraft. Due to their exclusive access to technical data and specialized knowledge of the aircraft's design and performance, they are identified as the only responsible source capable of performing the retrofit installations and managing the necessary database requirements. The work is performed under NAICS code 336411 and is managed by the Department of Defense in Patuxent River, Maryland, with performance taking place in Amarillo, Texas.

Full Description

The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement Contract N00019-12-G-0006 with the Bell-Boeing Joint Program Office on an 'other than full and open' competitive basis to address the Non-Recurring Engineering (NRE), qualification, test and delivery of seven V-22 Aerial Refueling System (VARS) Retrofit Kits to support flight test and an initial operational trial period. The requirement is for tanker mission kits that can provide refueling capability for fixed, tilt and rotary wing aircraft. This is a two phase effort described as Initial Operating Capability (IOC) phase and Full Operational Capability Phase (FOC) phase. This system shall be capable of providing fuel from the Mission Auxiliary Tanks (MATs) and the organic fuel system (FOC only). Because the kit development effort builds upon the NRE results initially begun under the Basic Ordering Agreement for Engineering & Technical Support Contract, N00019-12-G-0006-0089, Bell-Boeing is the only responsible source with the requisite knowledge of the design, fabrication, performance and operational characteristics of the V-22 Tilt Rotor aircraft required to deliver & install these kits into the subject configuration. Bell-Boeing is the sole developer, designer, and manufacturer of the V-22 aircraft. As such, Bell-Boeing is the only responsible source with the necessary access to the technical data and requisite expertise to perform the contemplated effort with the required schedule and Bell-Boeing is the only responsible source to perform retrofit kit installations. Bell-Boeing is the sole source managing database requirements for the V-22. For subcontracting opportunities please contact Ralph D'iorio at 610-591-9157 or Ralph.b.d'iorio@boeing.com and Matthew Sticksel at 817-280-3103 or msticksel@bellhelicopter.textron.com.
