The Great Smoky Mountains National Park (GRSM) of The National Park Service (NPS) intends to negotiate on a sole source basis (IAW FAR 6.302) with FONTANA VENTURES LLC, 300 Woods Road, Fontana Dam, North Carolina 28733, as the only responsible source that can provide services to perform transportation for cemetery visitation by boat.

The services required are as follows:

The contractor shall provide all labor, tools, equipment, materials and supervision required to provide transportation for cemetery visitation. This activity entails a vendor picking up cemetery visitors at predetermined locations and shuttling them back and forth across Lake Fontana to predetermined locations on the North Shore of Fontana Lake. The contractor shall have at least two transportation boats available for visitations that meet all Coast Guard permitting requirements and are set up to provide protection from weather, (For example seating area is covered and has removable side curtains for weather events). One of the transportation boats must have a legal carrying capacity of at least 21 guests. Transportation boats must have ramp type device(s) to safely load passengers at all pickups/stops, to include visitors in wheelchairs and walkers.

The set-aside restrictions for this requirement is: Small Business Set-A-Side. The intended procurement will be classified under North American Industry Classification System (NAICS) 713930 with a Small Business Size Standard of $11.0 million dollars.

This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same services. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Based on the above information, the only organization known which can provide technically acceptable services is FONTANA VENTURES LLC.
