The NAVSUP Fleet Logistics Center Norfolk intends to issue a bilateral modification to extend the period of performance for the existing husbanding services contract with Ambyth Shipping Micronesia, Inc., covering the Commonwealth of the Northern Marianas Islands (CNMI). The current contract, which is already on its second extension and set to expire on April 30, 2017, will be extended by ten months from May 1, 2017, through February 28, 2018. The scope and performance requirements remain unchanged, and no increase to the contract maximum value is expected based on projected port visits during the extension period. This extension is critical to maintaining U.S. Navy global readiness and ensuring uninterrupted husbanding support in the CNMI region. This action will be conducted on a sole source basis under the authority of Title 10 USC 2304(c)(1) and FAR 6.302-1. The NAVSUP FLCN is currently soliciting proposals for a follow-on contract anticipated to be awarded around January 22, 2018. Although this notice serves solely for informational purposes and is not a solicitation for competitive proposals, capable sources may submit statements of capability or proposals within four days of the notice’s publication. The government retains sole discretion regarding competition in this modification. The contract is classified under NAICS code 488310, relating to support activities for water transportation. This serves as Notice of Intent of the NAVSUP Fleet Logistics Center Norfolk (FLCN)’s intent to issue a bilateral modification to extend the period of performance of the current Commonwealth of the Northern Marianas (CNMI) husbanding contract, Contract No.: N00189-10-D-0066, with Ambyth Shipping Micronesia, Inc. (Ambyth) on a sole source basis. At present, the current CNMI husbanding contract is in on its second extension, which will expire on 30 April 2017. The period of performance will be extended for a base period of ten (10) months beginning 01 May 2017 and continuing through 28 February 2018. The performance work statement detailing the required husbanding support services remains the same. Based on the current number of projected port visits to occur from 01 May 2017 through 28 February 2018, no maximum increase to the contract is required. There would be significant risk to the U.S. Navy’s global readiness capability if the current CNMI husbanding contract is not extended. The extension of the contract will provide essential, immediate, and interim contract support for port visits throughout the CNMI region. The NAVSUP FLCN intends to conduct this contract action under the authority of Title 10 USC 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1. The NAVSUP FLCN is currently in the solicitation process for the follow-on contract which has an anticipated award date on or around 22 January 2018. This “Notice of Intent? is for informational purposes only; it is not a request for competitive proposals nor should it be construed as a commitment by the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency within 4 days after the publication date of this notice of contract action. A determination by the Government not to compete this bilateral modification to increase the maximum and extend the period of performance of the current CNMI husbanding contract based upon responses to this notice is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) for this action is 488310. Any questions regarding this synopsis should be directed to Richard Mateljan at contact@example.gov or Kate Petti at contact@example.gov.
