Vacant Unit Turn Services

The Lake County Housing Authority is soliciting qualified general contractors to perform five vacant unit turn services across five distinct properties in Lake County, Illinois, under solicitation RFB#26010, with proposals due by August 24, 2026, at 2 p.m. CST. Each unit requires comprehensive interior renovation, including cleaning, patching, sanding, priming, and two coats of paint on walls, ceilings, doors, closets, and shelves; operational verification or replacement of outlets, light switches, thermostats, and smoke/carbon monoxide detectors; installation of GFCI outlets in kitchens and bathrooms; re-caulking of tubs, showers, and sinks; replacement of damaged shower tiles; installation of a white backsplash and vanity liner using materials supplied by the Authority; and thorough sweeping, vacuuming, mopping, disinfecting, and trash removal. The work must comply with Illinois state laws, local building codes, and LCHA policies, including the Illinois Employee Classification Act. All services will be performed at Shiloh Towers in Zion, Millview Manor and two units at Orchard Manor in Antioch, and John Kuester Manor in Wauconda, with each unit treated as an independent contract line item. The contract is governed by the HUD General Conditions for Construction Contracts (Form HUD-5370), incorporating requirements from 2 CFR 200, Section 3 of the Housing and Urban Development Act of 1968, and 24 CFR Part 75, mandating that employment and economic opportunities be directed toward low- and very low-income residents. Contractors must comply with Davis-Bacon wage determinations, lead-based paint regulations under 24 CFR Part 35, and 29 CFR Part 1926 safety standards. Prior to work commencement, bidders must submit a bid bond, performance and payment bonds, certificates of insurance including workers’ compensation and commercial general liability, and builder’s risk insurance. Award will be made to the most responsive and responsible bidder offering the lowest cost per individual unit, not the lowest aggregate total, with evaluations based solely on price and the ability to fulfill LCHA’s needs.
