Full Description

The 96th Contracting Squadron, Eglin Air Force Base, FL intends to solicit, negotiate and award a Firm Fixed Price (FFP) contract for the acquisition of a Vacuum and Air Handling System. Quantity: 1 Each. Description: The vacuum system for the High Pressure Particulate Physics Facility in Building 9633 is to be used for basic research into shock compression of condensed matter, basic fracture mechanics, and multiphase reactive flow. The vacuum will be attached to a 400 cubic feet steel tank in which the experiments will be conducted. In the field of shock compression of condensed matter, the vacuum will be used to remove the column of air, which would normally pre-compress the material of interest. The removal of the air column will allow our investigations to be extremely precise (in the millradians of planarity, nanosecond time resolution, and micron particle size). In fracture mechanics, the vacuum will be used to investigate the decomposition of matter into fragments in the absence of air. In this way, any light radiation can be eliminated from our diagnostics, since air provides the oxygen required for combustion. In multiphase reactive flow, the vacuum will be used to diagnose the ejects from an impact just prior to combustion. Therefore, a vacuum system that can hold 2-10 millitorr of vacuum in 30 minutes or less is required for these studies. The vacuum must be oil free, such that any oil particles do not contaminate the tank or our samples prior to testing, or create a combustible environment in which fine oil particles are suspended in the tank. The vacuum and air handling system is to be built with commercial items components. This is one time purchase that requires installation and testing. The system will be delivered and installed in Bldg. 9633, Eglin Air Force Base, FL 32542. This requirement will be 100 percent set aside for small business. The North American Industry Classification System (NAICS) number for acquisition is 333911 with a Size Standard of 500 employees. A solicitation in a form of a Request for Proposal (RFP) will be issued and posted in FBO www.fbo.gov 10 days after the release of this notice. The solicitation will identify the technical requirements, specifications and additional information. There will be a site visit. Award will be made to one responsive and responsible offeror. All small business responsible sources may submit a proposal which shall be considered by the agency. The contractors submitting a proposal must be CCR registered. To register in CCR, visit the website www.ccr.gov. The anticipated award date will be 60 days after the issuance of this notice. Any question in regard to this notice must be submitted in writing via email to the Contract Specialist Brisa Buonviri, brisa.buonviri@eglin.af.mil. Ms. Buonviri can be reach at 850- 882-0339. For technical questions contact Russ Maines at 850-882-7995, email warren.maines@eglin.af.mil. Please reference solicitation number FA2823-09-R-0026 in your request.
