The contract solicitation FA8601-17-T-0051 concerns the procurement of a commercial vacuum chuck and pump system under a firm fixed price arrangement. This acquisition is conducted using simplified acquisition procedures per Federal Acquisition Regulation guidelines and is designated as a 100% Small Business Set Aside under NAICS code 333515 with a size standard of 500 employees. The solicitation initially set a proposal due date of January 13, 2017, but was later amended to extend responses to January 19, 2017. Key clarifications were made to the Statement of Work regarding the use of oil-based coolant, with the amended specifications taking precedence over previous documents. Proposals are to be evaluated based on technical acceptability and the lowest total evaluated price, ensuring prices are fair, reasonable, and unbalanced bids are avoided. The government maintains the discretion to award without discussions or to make no award depending on proposal quality and pricing. Submissions had to be directed to the Air Force Life Cycle Management Center, with electronic proposals requiring strict adherence to file and email format guidelines to avoid filtering issues. All awarded contractors must be registered and active in the System for Award Management (SAM). Detailed specifications, provisions, clauses, and other relevant requirements were provided in the solicitation attachments. After award, certain draft contract provisions and certifications are removed from the final contract. The contract specialist handling the solicitation is Joseph Cox, who serves as the primary point of contact for questions and correspondence related to this procurement.
