VACUUM-GRADE FERRONIOBIUM REQUEST FOR PROPOSAL

The Defense Logistics Agency (DLA) awarded a firm fixed price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for the procurement of Vacuum-Grade Ferroniobium. The contract has a five-year ordering period with a maximum value of 160,000,000 dollars and a minimum of 3,000,000 dollars. The scope of work includes the supply of Vacuum-Grade Ferroniobium and third-party testing, with quantities of 4,033.07 pounds and one lot respectively for the base year and four subsequent option years. Award selection is based on the Lowest Price Technically Acceptable (LPTA) procedure, evaluating technical approach, past performance, and price. Performance takes place at the contractor facility, with final delivery to the DLA Scotia Depot in New York. The contractor is required to use new UN 1A2-compliant 55-gallon steel drums and high-density hardwood pallets meeting ASTM D6199-18a and ISPM-15 standards. Strict marking and labeling requirements per MIL-STD-129 are mandated, including the use of durable, permanent ink capable of a 20-year lifespan. Inspection and acceptance are conducted by the government at the destination upon verification of a Certificate of Analysis. Invoicing must be processed through the Wide Area Workflow (WAWF) system.
