Contract FA500020P0098 is a firm-fixed-price award for 38,375.00 issued by the Department of Defense, specifically the 673 Cons Lgc, for a Vacuum System Upgrade at Joint Base Elmendorf-Richardson in Alaska. The project involves the procurement and installation of a vacuum dust control system, which includes two variable frequency drives and a main control panel, with a specified delivery lead time of 14 weeks from the date of award. This requirement was designated as a sole source procurement for Dust Control brand hardware because the proprietary VFD and control system technology is the only solution that meets the specific program requirements of the Air Force and commercial aviation community. Market research indicated that alternative products lacked necessary features or could not be modified to meet agency needs. Utilizing this specific brand ensures compatibility with existing hardware, prevents the voiding of original equipment manufacturer warranties, avoids substantial duplication of costs, and minimizes user training requirements.

Full Description

This action requires brand name and to be sole source because the required VFD and control system replacement meets customer's program requirements and is only available from the manufacturer specified. There is no other proven product with maturity and widely utilized within the DoD community to support the customer's requirements. Furthermore, the deployment of VFD and control system capability is an enterprise joined effort within commercial aviation and the Air Force aviation community. Third party similar capability, to include software programming, will not cover Dust Control brand hardware and could potentially void the Original Equipment Manufacturer warranty, including the ability to obtain periodical upgrades. This particular brand name product is essential to the Government's requirement. The technology is proprietary in nature and sole sourced through Dust Control. Market research indicates other companies' similar products lack the particular features, do not meet, or cannot be modified to meet, the agency's need. The VFD and control system technology will satisfy the Government's requirements without a substantial duplication of costs due to existing compatible hardware and unacceptable delays due to very minimum user training requirements.
