Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS)
Solicitation # FA238424S2233
The Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS) program is a Multiple Authority Announcement (MAA) managed by the Air Force Research Laboratory Human Effectiveness Directorate and the United States Air Force School of Medicine. The program provides a comprehensive strategy for science and technology research, progressing from basic research to technology maturation to optimize and protect Airman capabilities across Air, Space, and Cyberspace. The scope is divided into three primary areas: Airman Biosciences, which focuses on biotechnology and aerospace medicine; Bioeffects, which addresses battlefield environmental stressors; and Warfighter Interactions and Readiness, which enhances mission execution. The MAA utilizes a flexible procurement framework, employing various authorities including Broad Agency Announcements, Other Transaction agreements for research and prototypes, and grants. Awards are generally anticipated to be cost-plus-fixed-fee. The selection process typically involves a two-step approach requiring an initial five-page white paper and rough order of magnitude cost, followed by a full technical and cost proposal for selected candidates. Evaluation is prioritized by technical merit, specifically focusing on innovation, understanding of scope, technical soundness, and transition potential, with cost realism serving as a secondary factor. Recent updates include several moratoriums to preserve competition, specifically closing technical areas related to BRDEE, Information Mastery in Cognitive Warfare, and Holistic Models for Decision-Making for six-month periods following specific proposal closing dates. All contractor personnel must undergo a minimum Tier 1 background check for positions of trust, and offerors must be registered in the System for Award Management. The program maintains strict data rights and security protocols, including foreign influence due diligence and specific DFARS requirements for technical data and computer software.

The contract involves conducting a comprehensive validation study of the Youth Assessment and Screening Instrument (YASI) used in Hawaii, focusing on its predictive validity for recidivism and other outcomes. The selected contractor will analyze data from assessments conducted since YASI's implementation, including pre-screen risk and protective factors, as well as full assessment scores across various domains such as Overall Dynamic Risk and Protective Factors. The study aims to evaluate how accurately the YASI scores predict future recidivism using the Area Under the Curve (AUC) as the primary metric, incorporating multiple measures of recidivism where available. Additionally, the contractor will assess the effectiveness of current score cut-points and explore potential customization options tailored to Hawaii's context. The project is expected to be completed within approximately three months and may include developing an implementation plan, documentation processes, and evaluating outcomes, processes, and fidelity to ensure the assessment tool's effective use within the state. Funding for the project ranges from $50,000 to $150,000, with the Hawaii Department of Human Services acting as the contracting agency. The solicitation was posted on May 23, 2025, with a response deadline of May 30, 2025. The primary point of contact is Tammi Kahookele, reachable via email at [email hidden] or by phone at [phone hidden]. A series of fixed follow-up samples (e.g., 12-months, 2-years, 3-years, etc till current) will need to be assembled to evaluate the predictive validity of the YASI scores. Both Pre-screen (Risk and Protective factors) and Full assessments overall scores and domains (Overall Dynamic Risk, Overall Dynamic Protective Factors) must be included. The study must assess the predictive validity of the assessment model using the Area Under the Curve as the index of predictive accuracy. Predictive Validity for multiple recidivism measures, as available, must be included in the study. The study must also examine the performance of the current cut-points for overall Pre-Screen and Full Assessment scores with the potential for customizing the cut-points for the STATE. The STATE time of performance is approximately 3-months. The purpose is to evaluate the YASI in Hawaii through an evidence-based model through processes which may include an implementation plan, documentation process, and research (outcomes, process, fidelity).
