The Town of The Blue Mountains is seeking qualified consulting firms to provide independent Value Engineering (VE) services for the Craigleith Wastewater Treatment Plant (CWWTP) improvements. The scope involves a comprehensive review of 30% design reports for plant upgrades—including the Long Point Road Sewage Lift Station and a new septage facility—as well as associated linear works such as gravity sewer installation, watermain replacement, and road reconstruction. The selected consultant will facilitate a multidisciplinary VE workshop and deliver a final report featuring a documented alternatives register, risk assessments, and recommendations aimed at improving capital efficiency, lifecycle value, and operational reliability. The project requires specific expertise in live-plant construction, treatment continuity, and managing constraints within existing municipal rights-of-way. Proposals are due by November 5, 2026, and will be evaluated using a consensus approach based on a 100-point scale, with 75 points allocated to technical merit and 25 points to the fee submission. A minimum technical benchmark of 70% is required to avoid disqualification, and any pricing information included in the technical proposal will result in immediate rejection. The contract is structured as a task-based lump-sum fee, with an anticipated execution date of December 7, 2026. Awarded consultants must maintain commercial general liability and automobile insurance of at least $2,000,000 each and provide a valid WSIB Clearance Certificate. To prevent conflicts of interest, the consultant and its affiliates are prohibited from bidding on the subsequent construction of the project.
