AI Contract Overview
The contract involves the procurement of 30 units of a 1-1/2 inch angle valve rated for 250 PSI, suitable for water or steam applications, identified by NSN 4820-01-173-1161. The solicitation, issued by the Defense Logistics Agency under number SPE7MC-26-T-147E, requires delivery to DLA Distribution in San Diego, California, with a firm delivery deadline of July 16, 2027, under FOB Destination terms despite submission pricing being based on FOB Origin. Compliance with MIL-STD-2073-1E for packaging and MIL-STD-129 for labeling is mandatory, including barcoding, hazard communication per 29 CFR 1910.1200, and hydrostatic test reports affixed to each container. The product is subject to export control under ITAR or EAR, restricting disclosure to foreign persons without prior authorization, and access is limited to contractors with approved JCP certification and completed DLA export-controlled data training. Cybersecurity requirements under DFARS 252.204-7012 mandate safeguarding controlled unclassified information in alignment with NIST SP 800-171 and prompt reporting of cyber incidents. The contract prohibits the use of telecommunications equipment from designated foreign entities and enforces environmental protections including the prohibition of hexavalent chromium and hazardous material handling as per DFARS clauses. Contractors must use WAWF for electronic invoicing and receiving reports, and full inspection and acceptance occur at the point of origin. All offerors must provide a UEI, declare small business status, and affirm compliance with trafficking in persons, employment eligibility, and whistleblower protections. The contract includes standard FAR and DFARS clauses covering payment, subcontracting, changes, default, and quality assurance, with no set-aside specified and no evaluation factors publicly detailed, implying an LPTA award approach. Technical data restrictions and adherence to NAVSEA 5100-003D for mercury containment further define performance obligations, and ocean transportation must utilize U.S.-flag vessels unless a waiver is granted. All supply chains must comply with federal prohibitions on procurement from communist Chinese military companies and restrictions on former DoD official compensation.
