This solicitation seeks repair services for the VALVE,FLOW CONTROL under emergency acquisition authority, with a required Repair Turnaround Time (RTAT) of 322 days measured from physical receipt of the asset at the contractor’s facility, as recorded in the Commercial Asset Visibility system. The contract is firm-fixed-price, with all pricing required to include full costs for repairing items in unwhole, damaged, or incomplete condition, and freight is FOB Origin with the Navy handling logistics per the CAV Statement of Work. Government Source Inspection is mandatory, and contractors must submit their quote with unit price, total price, and RTAT, along with justification if unable to meet the required timeframe. The solicitation has been amended to dissolve the previous Small Business Set-Aside and is now open to full and open competition. An option to increase quantity is included, exercisable within 365 days of issuance at the original unit price, with delivery continuing at the same rate unless otherwise agreed. All repairs must adhere to the contractor’s approved technical standards, drawings, and directives, with no substitutions allowed without written authorization from the NAVICP-MECH Contracting Officer. Changes to part numbers or design are strictly controlled through a code-based system, and documentation must be provided for any modification. Quality assurance responsibilities rest entirely with the contractor, regardless of government inspection, and all inspection records must be maintained for 365 days after final delivery. A performance penalty applies for unexcusable delays beyond the RTAT, with monthly price reductions specified per unit up to a contractual maximum, without limiting the Government’s right to terminate for default. The contract includes required certifications under Buy American and Equal Opportunity clauses, with specific documentation to be submitted. The offeror CAGE code, inspection facility CAGE, and any subcontractor facility must be identified, and pricing must be compared against the current new unit price and delivery lead-time. The response deadline is July 10, 2026, and all quotes must reference the correct part number, NSN, and RMA if applicable.
