Solicitation SPE7MC-27-T-1115 is for the procurement of nine globe valves (NSN 4820-01-447-3220) for the Department of Defense, specifically the DDSP New Cumberland Facility. The valves must be manufactured according to PSSSN21C-405 Rev.F and Drawing Revision Notice 1, utilizing a forging process. Key technical requirements include lubrication with Krytox 240AC and the use of Neoflon M400H material as a substitute for the obsolete Kel-F. These valves are strictly prohibited for use in steam, hydraulic fluid, or seawater. Delivery is required within 137 days after receipt of the order, with a need ship date of March 23, 2027, and terms set as FOB Origin. The contract mandates strict quality and security compliance, including the provision of a signed hydrostatic test report for each valve and adherence to MIL-STD-2073-1E for packaging and MIL-STD-129 for marking. Due to the nature of the technical data, eligible offerors must possess an approved US/Canada Joint Certification Program (JCP) certification and comply with ITAR or EAR export controls. Cybersecurity requirements include CMMC Level 2 certification and NIST SP 800-171 assessment. This is not a small business set-aside, and the government will not evaluate offers utilizing additive manufacturing. Invoicing must be processed through the Wide Area WorkFlow (WAWF) system.
