Solicitation # N0010426QNE38
This solicitation, number N0010426QNE38, is issued by the Navsup Weapon Systems Support Mechanicsburg for the procurement of 54 units of Valve Stem Guides (NSN 1HM 4820-01-452-4681 L1). The material is designated as Special Emphasis material (Level I), meaning it is a Critical Safety Item used in crucial shipboard systems where failure could result in catastrophic loss of life or the vessel. Due to this designation, the contract mandates rigorous quality assurance, including a one-year warranty, potential First Article Testing, and strict adherence to ISO-9001 and ISO-10012 quality systems. The items must be delivered within 180 days on an FOB Destination basis, with all certification data submitted via Wide Area Workflow (WAWF) to the Portsmouth Naval Shipyard for review and acceptance prior to shipment. The award will be made to a single offeror based on a best-value determination, with past performance weighted as more important than price. Technical requirements include the use of SAE AMS 5643 material, specific non-destructive testing for weld repairs, and a prohibition on cold-forming internal threads. All items must be mercury-free and packaged according to MIL-STD-2073 and MIL-STD-129. Offerors who are not the Original Equipment Manufacturer must provide a signed letter of authorization from the OEM. The contract incorporates various FAR and DFARS clauses, including the Buy American and Balance of Payments Program, and requires the safeguarding of covered defense information per DFARS 252.204-7012.
